(i) select 2-3 noncore subprojects in line with approved selection criteria;
(ii) prepare the feasibility studies for those selected subprojects in line with national regulations and requirements and climate change resilience objectives;
(iii) convert the feasibility study into the due diligence report required for ADB’s review and endorsement; and
(iv) prepare the detailed feasibility design and bidding documents for civil works on modernization of irrigation infrastructure.
Project implementation, procurement, contract management and construction supervision (time-based inputs)
Assist PIU in managing and implementing the project and ensuring compliance with the project administration manual, the loan agreement, and the project documents.
Preparation of the bidding documents for remaining packages of core-subprojects
Assist PIU in evaluation of bids for all procurement contracts under core and noncore subprojects.
Provide technical oversight and guidance on technical aspects related to the civil works contracts, and capacity development of PIU staff in contract management and construction supervision.
Act as an Engineer for civil works contracts, review and endorse contractor’s progress payment certificates, requests for contract variations, and other technical solutions as needed.
Supervise the implementation of and monitor the compliances with environmental and social safeguards in line with ADB’ Safeguards Policy (2009), core labor standards (CLS) and compliance with Environmental Assessment and Review Framework (EARF), relevant Initial Environment Examinations (IEE) and Land Acquisitions and Resettlement Plans and Framework.
Assist the PIU in implementation of, and monitor the compliance with, social/gender development aspects as provided in Gender Action Plan and Detailed Social and Gender Assessment.
Assist the PIU in project performance monitoring and evaluation in terms of achievement of outcome and outputs target indicators, and compliance with loan covenants.
Review the Site-Specific Health and Safety Management Plan (SSHSMP) for the Project that is prepared and submitted by the Contractor. Then, make recommendation to the Employer in relation to the approval of the SSHSMP. Communicate the approved SSHSMP to all consultants and contractors throughout all project stages. Should any unforeseen events occur, review the updated SSHSMP and make recommendation to the Employer in relation to the approval of the SSHSMP
In addition to the obligation to maintain safety on site, the supervision consultant will be required to undertake formal monthly safety audits throughout all stages of the Project.
Prepare the Project Execution Plan, which inter alia, includes how management of SSHSMP is to be addressed throughout all stages of the Project.
