Description of project

The objective of this project is to provide human resource audit (HR audit) according to the Labor code of the Republic of Uzbekistan. Providing HR Audit was done using interviews with workers in project area (Zarafshan).

The project is supported by EBRD, IFC and ADB, which requires the independent assessment of the labor and human resources (HR) of the company by an independent third-party monitoring.

This assessment and semi-annual monitoring are required by Company’s Environmental and Social Action Plan (ESAP) item 2-5.

Description
of project

Conducting face-to-face interviews with key management, supervisory staff, and specialists.

Using predefined interview guides but incorporating additional questions if necessary.

Conducting interviews in various languages with the assistance of translators.

04

Obtaining consent from interviewees before starting the interview.

Providing generalized write-ups of interview results without disclosing personal identifying information.

Reviewing documentation to triangulate information obtained during interviews and assess management policies and practices.

Reviewing key documents related to labor and working conditions based on relevant standards and legislation.

Conducting a site visit to interview key project management and personnel, observe labor and working conditions, and walk around the project site.

Assessing various aspects such as HR policy implementation, contractual working conditions, personnel files, worker engagement, provision of PPE and health/safety measures, grievance redress mechanisms, satisfaction with working conditions, and accommodation provided.

Conducting interviews and observations ethically, confidentially, and sensitively.

Analyzing interview results and documentation to generate reports with recommendations.

Reviewing relevant employment records, payments, and HR statutory obligations.

13

Reviewing project-level management systems to ensure compliance with applicable standards and mechanisms.
